Ebay's Rules

I don't get it.
2 examples
Someone was selling couches near me that I thought looked cool but the auction didn't end until a week later and I would'nt have the van then. I emailed asking if he would consider selling them to me that same day after I came to see them. He said no, against ebay policies, I could try my luck at bidding if I wanted. I watched the auction and it never got above his starting bid. He missed out, because I would have offered more than that I think. Even if I had had the winning bid I wasn't about to 'follow the rules' and buy them sight unseen. Ebay doesn't work for used furniture.
Second example is today, there was an ibook for sale on ebay that's similar to mom's and grandma's (G3, older, but useable). I didn't win, but I emailed him saying if it fell through he could contact me since I lived locally and would come in person to take it off his hands for the right price. His reply: "Sorry Sarameister gotta play by the rules. But thanks for your interest. :-) Good luck."
I'm trying to help THEM. Not myself really. I understand there are scammers out there, but when someone makes a reasonable offer, why stick so close to ebay's system?
